Toni Robinson, DBH
Experienced healthcare and behavioral health leader with expertise in crisis management, value stream mapping, lean principles, risk assessment, patient-centered care, HEDIS, change management, negotiation, P/L, process improvement, applied data analysis, conflict resolution, and project management. Currently serving as Chief of Peer Service at the County of Los Angeles Department of Mental Health, overseeing countywide operational planning, quality and regulatory compliance, fiscal oversight, managed care transitions, MediCal certification, policy development, contract management, and research committee participation. Previously, as Behavioral Health Administrator at the County of Riverside, directed mid-county regional operations with 100+ staff, launched CalAIM/ECM projects, secured $35M in innovation grants, developed outreach programs, and ensured compliance. Earlier, worked as Executive Healthcare Consultant with multiple community-based organizations, managing compliance, grants, crisis response, and development efforts, and as Senior Public Information Officer for the City of Las Vegas, leading communications, events, and speechwriting for city officials.
Holds a Doctor of Behavioral Health (Integration Management) from Arizona State University with coursework in healthcare systems, quality and performance improvement, financial management, and health informatics. Also earned a Master of Studies in Law and a Graduate Certificate in Healthcare Compliance from the University of Southern California with training in regulatory compliance, patient privacy law, contract drafting, and healthcare finance.
